decided:

1. The appellant is reinstated in the deadline for paying the appeal fee.

2. In response to his complaint, the decision of Examination Unit 14 of the German Patent and Trademark Office of November 28, 2018 is revoked, and the matter is referred back to the German Patent and Trademark Office with the registered applicant for the purpose of resuming the examination of obviousness.

3. The reimbursement of the appeal fee is ordered.
